WHEREAS the City of Harbor Ridge sustained significant infrastructure damage during the storm event of October 14-15, 2025; and WHEREAS expedited procurement is necessary to restore essential services; BE IT ORDAINED, as an emergency measure, that the City Manager is hereby authorized, for a period of ninety (90) days from the effective date of this Ordinance, to enter into procurement agreements for storm repair and recovery services without compliance with the standard RFP timelines established in Title 2, Chapter 5, provided that all such procurements remain subject to documented quote comparison and post-action ratification by Council.
