BE IT ORDAINED that smoking, as defined in Title 6, Chapter 1, including the use of electronic smoking devices, shall be prohibited in all City-owned outdoor recreational facilities, including but not limited to parks, athletic fields, playgrounds, beaches, and skate parks. Violations shall be subject to a civil penalty of $100 for each offense.
